Zambia has accelerated reforms to its Farmer Input Support Programme (FISP) through the nationwide rollout of a digital e-voucher system, covering all districts. The system is anchored in the Zambia Integrated Agricultural Management Information System (ZIAMIS), which supports beneficiary targeting, transaction tracking, and logistics monitoring.
By replacing physical input distribution with a digital platform, the government aims to reduce leakage, improve transparency, and speed up delivery of subsidised seed and fertiliser. The e-voucher model also expands private-sector participation, allowing approved agro-dealers to compete on service quality and product availability rather than relying solely on centralised procurement.
For input suppliers, agri-fintech firms, and service providers, the reform opens new commercial opportunities. Bundled offerings that integrate quality-assured inputs, last-mile distribution, farmer training, and digital payments can leverage the subsidy platform as an entry point while building relationships that extend beyond the subsidy window. Over time, the system is expected to support a gradual transition toward more market-based input financing models.
