Morocco Reviews Generation Green Strategy to Strengthen Food Security and Climate Resilience

Morocco has launched a mid-term review of its Generation Green 2020-2030 strategy as the government seeks to strengthen agricultural resilience, improve water management and safeguard food security after five consecutive years of drought.
The evaluation comes as Morocco faces mounting climate pressures, including prolonged drought, water scarcity and rising agricultural production costs, prompting authorities to reassess priorities to ensure the country’s long-term agricultural transformation goals remain on track.
The strategic review, commissioned to the Boston Consulting Group at a cost of 11.8 million Moroccan dirhams, will assess progress made under the Generation Green programme and recommend policy adjustments to accelerate implementation through 2030.
Mid-Term Review to Recalibrate Agricultural Strategy
Morocco’s Minister of Agriculture and Rural Development, Ahmed El Bouari, said the review aims to evaluate achievements, identify emerging challenges and align the programme with the evolving needs of farmers and consumers.
The assessment will place particular emphasis on improving water resource management, accelerating agricultural modernisation and strengthening support mechanisms for farmers.
Authorities view the review as an opportunity to adapt agricultural policies to increasing climate risks while maintaining productivity and improving rural livelihoods.
Progress Despite Climate Challenges
Although Morocco has endured five consecutive years of drought, the government says significant progress has been made under the Generation Green strategy.
Agricultural growth is projected to reach between 15% and 16% in 2026, supported by continued investment in irrigation infrastructure and agricultural development programmes.
Key achievements highlighted by the government include:
- Expansion of 930,000 hectares under drip irrigation.
- Implementation of 20 programme contracts representing investments worth 108 billion Moroccan dirhams.
- Establishment of approximately 6,000 agricultural cooperatives to support rural development and improve farmer participation in agricultural value chains.
These initiatives have helped strengthen agricultural productivity while promoting more efficient water use.
Focus on Water Security and Modernisation
As climate variability intensifies, water security has become a central pillar of Morocco’s agricultural strategy.
The next phase of Generation Green will prioritise improved irrigation efficiency, sustainable water resource management and greater adoption of climate-smart farming practices.
The review will also examine opportunities to expand farm mechanisation, modernise agricultural marketing systems, improve access to finance and attract greater private-sector investment into agriculture.
These measures are intended to improve competitiveness while increasing the sector’s resilience to future climate shocks.
Building a Competitive Agricultural Economy
Habib Ben Taleb, President of the Federation of Chambers of Agriculture, described the mid-term evaluation as an important milestone in preparing the next phase of Morocco’s agricultural transformation.
The revised strategy is expected to reinforce efforts to increase agricultural production, strengthen food sovereignty and improve incomes for farmers while supporting sustainable resource management.

The review also reflects a broader trend across Africa, where governments are increasingly integrating climate resilience, water efficiency and sustainable agricultural investment into long-term food security strategies.
