Special Agro-Industrial Processing Zones Programme Gains Momentum as Investment and Disbursement Increase.

The African Development Bank (AfDB) has committed $86 million to the implementation of Nigeria’s Special Agro-Industrial Processing Zones (SAPZ) Programme, reinforcing efforts to transform the country’s agricultural sector through industrialisation, value addition and private-sector investment.

The funding commitment was disclosed during the SAPZ Programme Mid-Term Review Meeting held in Abuja, where stakeholders assessed progress and outlined strategies to accelerate implementation across participating states.

According to the AfDB, the programme had achieved a commitment rate of 41% and a disbursement rate of 12% as of March 31, 2026, translating to approximately $25 million already released for project implementation.

AfDB Targets Higher Disbursement Levels by End of 2026

Speaking at the meeting, Dr Orison Amu, Implementation Support Manager for the AfDB’s Nigeria Country Department, said the bank expects programme commitments to rise significantly over the coming months.

Represented by SAPZ Nigeria Task Manager Bernard Onzima, Amu stated that the commitment rate is projected to reach 70%, while disbursement is expected to increase to 35% by the end of 2026 as project activities gather pace.

He described the SAPZ Programme as one of the African Development Bank’s flagship initiatives designed to modernise agriculture and stimulate agro-industrial development across the continent.

The programme focuses on developing agro-processing hubs in regions with strong agricultural potential, creating integrated value chains that support production, aggregation, processing and distribution through modern infrastructure and targeted investments.

SAPZ Programme Designed to Transform Nigeria’s Agricultural Value Chains

The African Development Bank approved Nigeria’s first phase of the SAPZ Programme in December 2021, although implementation formally commenced in March 2023 following the fulfilment of key operational requirements.

According to Amu, the initiative is designed to reduce investment risks in agricultural value chains while creating stronger linkages between farmers, processors, traders and investors.

The programme is expected to boost agricultural productivity, reduce post-harvest losses, encourage import substitution and create employment opportunities across participating regions.

By supporting agro-industrial development, the project also aims to increase value addition within Nigeria’s agricultural sector and strengthen the country’s food systems.

Programme Aligns with Nigeria’s Long-Term Economic Development Goals

AfDB officials noted that the SAPZ initiative aligns closely with Nigeria’s Agenda 2050, which prioritises economic diversification, industrial development and sustainable growth.

The programme seeks to strengthen agricultural value chains by promoting local sourcing, encouraging technology adoption and attracting greater private-sector participation in agribusiness.

In addition, the project supports broader efforts to build climate-resilient infrastructure and harness the economic potential of Africa’s rapidly growing population.

As Nigeria continues to prioritise agriculture as a key driver of economic growth, the SAPZ Programme is expected to play an important role in expanding rural development and increasing investment in the sector.

IFAD Expands Support with Additional $50 Million Funding

The International Fund for Agricultural Development (IFAD) also announced additional financial support for the programme.

Speaking during the review meeting, IFAD Country Director Dede Ekoue revealed that the organisation had approved an additional $50 million to support SAPZ implementation, complementing an earlier $50 million financing package already signed.

Represented by Programme Officer Isaac Mensah, Ekoue said IFAD remains committed to investing in initiatives that improve opportunities for smallholder farmers and strengthen rural economies.

She added that the organisation would continue collaborating with the Federal Government, the African Development Bank, the Islamic Development Bank and participating state governments to ensure the programme achieves its objectives.

SAPZ Programme Creates Opportunities for Farmers, Women and Youth

According to IFAD, the programme is expected to deliver broad economic and social benefits by creating opportunities for women, young entrepreneurs and rural enterprises.

Ekoue described the initiative as a strategic platform that connects agricultural producers with markets while stimulating private-sector investment and job creation.

She noted that reducing post-harvest losses and improving market access remain critical priorities for strengthening Nigeria’s food systems and increasing agricultural competitiveness.

The programme is also designed to promote inclusive economic growth by ensuring that smallholder farmers and rural communities benefit from new investment opportunities within agro-industrial value chains.

Thousands of Farmers Already Benefiting from SAPZ Support

IFAD highlighted several achievements already recorded under SAPZ-funded projects in Kano and Ogun states.

More than 17,000 smallholder farmers have received agricultural support services aimed at improving productivity and strengthening market participation.

In addition, over 14,000 farmers are now accessing climate information services that help them make better farming decisions and improve resilience to changing weather conditions.

The programme has also provided productivity-enhancing agricultural inputs to more than 9,000 farmers, contributing to higher yields and improved farm performance.

Officials noted that efforts to link producers with agro-industrial markets through initiatives such as the Multi-Stakeholder Agribusiness Forum are helping farmers access new commercial opportunities and strengthen their participation in agricultural value chains.

Stakeholders Call for Stronger Coordination and Effective Implementation

As the programme enters its next phase, stakeholders emphasised the importance of maintaining strong governance, institutional readiness and effective implementation systems.

Ekoue stressed that programme success will depend on continued collaboration among government agencies, development partners and private-sector participants.

She noted that environmental and social safeguards, financial accountability and measurable outcomes for beneficiaries must remain central to implementation efforts.

According to her, the mid-term review serves not only as an accountability exercise but also as an opportunity to strengthen coordination, address challenges and accelerate delivery.

The Special Agro-Industrial Processing Zones Programme is widely regarded as one of Nigeria’s most ambitious agricultural transformation initiatives.
